Set it up before you travel
You get the QR code and a setup link by email. Install the eSIM at home on Wi-Fi and switch data roaming on for this line – that sounds wrong but is exactly right, because the eSIM enters the Montenegrin network as a foreign line. Nothing is used up while you are still at home.
Arrive and switch on
Most people land at Podgorica (TGD) or at Tivat (TIV) right on the Bay of Kotor. Many also fly into Dubrovnik in Croatia and drive across the border, arrive by bus from Belgrade, Sarajevo or Tirana, or come in by cruise ship at Kotor. Either way: the validity period only starts when the eSIM first registers inside Montenegro – not at purchase.
Get going
Set the eSIM as your data line and turn mobile data off on your home SIM so nothing runs in the background. Calls and texts still reach you on your usual number. Hotspot for a laptop or tablet is allowed, and if you run low you can top up at any time.

Your Montenegro eSIM registers on one of the two networks automatically – you only need to switch if reception gets weak in a valley.
There is nothing to configure. As soon as you land in Montenegro and your phone registers the eSIM, it chooses between Crnogorski Telekom and MTEL on its own. No manual APN is needed. If reception struggles in a valley or behind a ridge, you can switch network search to manual in your phone settings. The list shows three Montenegrin networks – pick Crnogorski Telekom or MTEL, which usually appears there as m:tel. The third one, One, does not work with this eSIM. That is the only adjustment you will ever need.
Coverage along the coast is generally good: Herceg Novi, Kotor, Perast, Tivat, Budva, Bečići, Sveti Stefan, Petrovac, Bar and Ulcinj. The same goes for Podgorica, Nikšić and Cetinje. Inland, Crnogorski Telekom is considered the more dependable network in the mountains, while MTEL often still has a signal in rural areas where others drop out. But to be honest about it: high in Durmitor National Park, on the hiking trails around Žabljak, deep in the Tara Canyon and on the hairpin road over Lovćen, the signal disappears entirely in stretches. Download an offline map before those trips and do not rely on mobile data alone up there.

Why roaming on your home contract gets expensive here
Data roaming in Montenegro is rarely part of a home tariff, and what a megabyte actually costs sits in the small print or in a tariff app nobody opens at the airport. That is exactly why the bill so often goes wrong: your phone connects by itself the moment you switch it on in Tivat or Podgorica, everything works, and nobody stops to look up prices.
The tricky part is the delay. You notice nothing while travelling – maps load, photos upload. What you used only shows up on the bill weeks later. It adds up fastest when photos sync to the cloud in the background or someone streams a film in the car while navigation runs. A prepaid data eSIM reverses that: you pick between 1 and 20 GB, the amount is fixed before you travel, there is no contract and no registration, and when the data is used up the traffic stops instead of continuing. Topping up works online, mid-trip.
How far the networks reach in Montenegro – and where they do not
Montenegro is small but extremely steep. Barely a hundred kilometres as the crow flies and over two thousand metres of altitude separate the coast at Budva from the peaks of Durmitor, and that topography is what decides your reception. The entire coastline from Herceg Novi through Kotor, Perast, Tivat, Budva and Bar down to Ulcinj is well covered, as are Podgorica and Nikšić. You will manage fine around Lake Skadar and Cetinje too.
It thins out as soon as you head north. Žabljak and Kolašin themselves work fine, but on the hiking trails in Durmitor National Park, down in the Tara Canyon and on the hairpin road over the Lovćen pass, the connection drops out completely in stretches. A local card will not change that in those spots either. The practical consequence is simple: if you are heading for the coast, Podgorica or Lake Skadar, there is nothing to worry about. If you are going north, download your route as an offline map beforehand and send the important message while you are still down in the valley.
Montenegro's registration requirement – and why it does not affect you here
Montenegro has a legal registration requirement for mobile cards: anyone buying a prepaid card locally from Crnogorski Telekom, MTEL or One must present a passport, which is scanned and tied to the card. Anonymous cards do not exist, and an eSIM from a Montenegrin operator adds an online identity check on top. None of that applies to this data eSIM: it is a foreign line running as a guest on the Montenegrin network, exactly as your own phone would while roaming. You register nowhere and show no ID.
What you should know instead: this eSIM is valid in Montenegro only. If you fly into Dubrovnik – a very common route for the Bay of Kotor – you will not have internet on Croatian soil or on the drive to the border. The same goes for day trips to Dubrovnik, Mostar or Shkodër. Either plan an offline map for those legs or let your home SIM take over for that one day. Separately, as a visitor you must register your stay and pay the residence tax within 24 hours of arrival – your hotel or host normally handles this, and it has nothing to do with your eSIM.
