Nothing about this depends on your home operator, and nothing depends on finding a shop once you arrive. The line starts working as you land at Félix-Houphouët-Boigny in Abidjan, often before you have unclipped your seatbelt. You do not enter an APN, you do not pick a profile, you do not open an app first — you switch on data roaming for the Simbye line and the phone handles the rest. If the signal has not appeared after a couple of minutes, flip airplane mode on for ten seconds and back off; that is usually all it needs. If it is still empty, turn off automatic network selection and choose Orange by hand from the operator list.
Abidjan carries strongly across Plateau, Cocody and Marcory, and so do Yamoussoukro, Bouaké, Korhogo, Daloa and the port at San-Pédro. The beach towns east of the city — Grand-Bassam, Assinie, Assouindé — hold up well too. Where it gets thin is the forest and the hills. Taï National Park in the far south-west is close to a blank, and so are the ranges around Man and Mount Nimba, where the valleys swallow the signal between villages. Comoé National Park in the north-east is another long silence, as are the tracks around Odienné and the far corners of the Sassandra basin. On the highways north to Korhogo and west to Man expect the bars to disappear for a while between towns, and again on the lagoon boats.

Côte d'Ivoire cuts off unidentified SIM cards — does that hit you?
The rule is real and it is enforced. Decree No. 2017-193 of 22 March 2017 obliges every subscriber to telecommunications services in Côte d'Ivoire to be identified with an approved document, and the regulator ARTCI has spelled out what that means in practice: SIM cards may only be sold in an operator's own agency, office or accredited outlet, and a line whose holder is not identified gets suspended. A nationwide re-identification round ran from September 2017 to April 2018.
That whole procedure belongs to Ivorian subscribers. You arrive as a roaming guest on the network instead, so there is no agency queue, no identification file and nothing that can be suspended for missing paperwork. What you give up is the local number: without an Ivorian line, mobile money accounts and anything that texts a code to a +225 number stay out of reach.
