Set it up at home
After your purchase you get an email with a link and a QR code. Install the eSIM calmly over Wi-Fi before you fly. The validity does not start yet, it begins with your first connection inside Azerbaijan.
Arrive in Azerbaijan
Most people land at Heydar Aliyev Airport in Baku; there are also airports in Gəncə, Qəbələ, Naxçıvan and Lənkəran. Switch off airplane mode after landing and the eSIM registers on the network.
Turn on data roaming
Set the Simbye line as your mobile data connection and switch data roaming on for it. That is part of using an eSIM from abroad and costs nothing extra. You do not need to enter an APN.

You travel as a roaming guest on the Azercell and Bakcell networks, and your phone registers itself the moment you switch on in Baku.
There is nothing to set up. The moment you land at Heydər Əliyev Airport in Baku and switch off airplane mode, your phone looks for one of the two networks and registers on it. The only thing that matters is that data roaming is switched on for the Simbye line, which is completely normal for an eSIM from abroad and does not cost you anything extra. You never have to type in an APN. If reception is poor in one spot, you can turn off automatic network selection in your settings and switch between Azercell and Bakcell by hand. In the mountains in particular, one of the two can have a signal where the other does not.
Baku and the Abşeron peninsula with Sumqayıt are covered throughout, as are the roads towards Qobustan, to Gəncə in the west and to Lənkəran in the south. In the northern destinations too – Quba, Şəki, Qəbələ and the ski areas Şahdağ and Tufandağ – you normally have reception inside the towns themselves. It gets thinner on the mountain passes and in the villages of the Greater Caucasus, for example on the way to Xınalıq, where the signal can disappear for stretches at a time. The eSIM works in the Naxçıvan exclave as well. This eSIM connects over 4G/LTE.
|---|---|---|
| Setup | Before departure, via the link or QR code in your email | Only after landing, at a counter in the arrivals hall |
| ID | Not needed, there is nothing to sign up for | Your passport is required for registration |
| Phone registration (IMEI) | Not applicable, you travel as a roaming guest | Mandatory within 30 days, otherwise the device is blocked |
| Payment | Prepaid in your own currency, before the trip | In manat (AZN) on site, often cash only at the counter |
| Phone number | None, this is a data-only plan | An Azerbaijani number is included |
| Time on arrival | None, you are online as you step off the plane in Baku | Queue and paperwork at the airport |
| Data and validity | 1 to 10 GB, 7 to 30 days, top up online at any time | Bundles set by the operator, credit in a shop or a local app |
| Home number | Stays active, you remain reachable for calls and SMS | Only with a second SIM slot or a second phone |
Why roaming on your home contract gets expensive
Wherever you fly in from, a plan bought at home rarely covers Azerbaijan at a sensible price. Most operators fall back on an international rate that is billed per megabyte or through day passes you have to buy again every morning, and the amount differs from contract to contract. Nobody checks that for you at the gate.
You do not notice it straight away. A few map lookups through the old town of İçərişəhər, an uploaded video of the Flame Towers, a video call home, plus the apps refreshing in the background. The bill arrives weeks later. And if you have a spending cap in place, you end up standing in the middle of Baku with no data at all.
That is why most travellers buy an Azerbaijan eSIM before they fly. It is prepaid, so the amount is fixed in advance: you pick between 1 and 10 GB and a validity of 7 to 30 days, with no contract, no registration and nothing to sign. Your home number stays active on your normal SIM, people can still call you and text you, and only the data runs over the second line. The one thing to remember is to switch data roaming off on your home plan, otherwise both lines pull at once.
Where the networks reach and where they do not
Azerbaijan looks compact on a map but the terrain varies enormously. In Baku, on the Abşeron peninsula and in Sumqayıt you have reception almost everywhere, including the outskirts. Along the highways to Gəncə in the west, to Quba in the north and to Lənkəran in the south near the Iranian border, the signal follows the road.
In the mountains it thins out. On the way to Şəki and Qəbələ you have reception in the towns, but not always on the switchbacks in between. Towards Şahdağ and Tufandağ the network reaches the ski areas, yet in the side valleys and in mountain villages like Xınalıq you should expect nothing at all. The signal can also drop briefly on the way to the rock carvings of Qobustan and the mud volcanoes.
In practice: download the map of your route offline before you leave Baku, and do not rely on live navigation in the mountains. If in doubt, switch between Azercell and Bakcell by hand up there. In the Naxçıvan exclave, separated from the rest of the country by Armenian territory, the eSIM works exactly as it does everywhere else in Azerbaijan.
Phone registration: it does not apply to you
In Azerbaijan a phone's device number has to be registered in a state database as soon as the phone connects to the network with an Azerbaijani SIM card. If that does not happen within 30 days, the phone is blocked inside the country. The fee depends on the value of the device.
Visitors roaming on a foreign operator's SIM are explicitly exempt from this obligation. Both the operator Bakcell and the responsible ministry state this. That is exactly how this eSIM works: technically you are a foreign guest on the Azercell and Bakcell networks. There is nothing to register, nothing to sign up for and nothing to pay.

This eSIM is a data plan and does not come with an Azerbaijani phone number, so apps that unlock your account with an SMS code need your home number. The easiest route is to install WhatsApp, Telegram and your banking app and sign in while you are still at home and reachable on your normal network — after that they run over the data connection alone. In Baku itself you get far with a card, while in smaller towns and in the countryside cash in manat (AZN) is still the rule.
Bolt
The standard taxi app in Baku. You see the fare before you book, and the app shows you which payment methods are available.
Outside Baku, in places like Şəki or Qəbələ, you often will not find a driver. There you agree the price on the spot.
Wolt
Food and groceries to your hotel or apartment, the most widely used delivery app in Baku.
The delivery area is essentially Baku. Orders require a phone number for the courier, so use your home number.
Bolt Food
The second delivery app alongside Wolt, with its own set of restaurants in Baku.
Here too delivery is essentially limited to Baku, and orders require a phone number, so use your home number for this one as well.
BakıKart
Payment app for the Baku metro and buses, plus QR tickets for single rides.
Topping up inside the app normally only works with an Azerbaijani bank card. As a visitor you are better off buying the plastic card at a machine and loading it with cash.
m10
The everyday payment app in Azerbaijan: load credit, pay in shops, send money to friends.
Full use requires the Azerbaijani FIN code from a local ID. Without it you are stuck with tight monthly limits, which makes the app close to useless on a normal trip.
2GIS
Offline city map for Baku, with house numbers, shops, opening hours and public transport lines. Load it once on Wi-Fi and it keeps working without a data connection.
