You are not bound to a single operator in Estonia. The line reads Telia Estonia, Elisa Estonia and Tele2 Estonia and sits on whichever one is strongest where you are — a café table in Tallinn's old town, a forest track in Lahemaa, a ferry deck on the way to Saaremaa. Step off at Tallinn Airport or the Tartu train and the phone is usually registered before you have found the tram stop. Nothing needs setting up: no APN, no profile, no app to open first. If the bar stays empty, switch airplane mode on for about ten seconds and let the phone search again. If it still refuses, turn off automatic network selection and pick one of the other two Estonian networks by hand.
Tallinn, Tartu, Pärnu, Narva and Viljandi are well covered, and so are the places worth the drive: Lahemaa's manor houses, Otepää's hills, Kuressaare on Saaremaa, Kärdla on Hiiumaa. Estonia is small and densely built out, so genuine dead ground is rare — but it exists. The bogs of Soomaa and the boardwalks in Alutaguse's forests can go quiet, as can parts of the Peipsi shore and the pine tracks in Vilsandi and Matsalu. The small islands are the thinnest: Vormsi, Kihnu, Ruhnu and Prangli hold signal near the villages and lose it on the edges. Ferries from Virtsu and Rohuküla usually keep a link, though it wobbles mid-crossing. Where one network gives you nothing, another often still has a bar — switch off automatic selection and choose it by hand.

Will your phone jump onto a Russian network in Narva? What actually happens
Estonia does not make you register a SIM at all: a 2020 proposal to force identity checks on prepaid cards was dropped and never became law. The thing to watch in Narva is geography. The border runs down the middle of the river, and towers on the other side reach across it, so a phone set to pick a network automatically can hop over while you stand on Estonian ground. Operators acknowledge that this unintended roaming happens in border areas.
